To reach Ortakoy Mosque from the Asian side of Istanbul, you can take a sea ferry from there to Besiktas Pier and when you arrive in Besiktas, you can use public transportation, as there are buses going to the Sariyer area, and you can get off at Kaptas Secondary Station, as if you prefer walking, you can reach the mosque in about half an hour from Besiktas.
If you are on the European side, you can reach the mosque using the Bagcilar-Kabatas tram line, where you can get off at Kabatas station. You can then take a bus to the Sariyer area and if you are using the Metrobus, you can get off at Zengerlikuyu station, then take the bus to go to Besiktas Square near Ortakoy area....
